The Office of Land Use Management is comprised of
Building Regulations, Planning & Zoning, Tax Map and
GIS. It's primary duty is to ensure the proper
implementation of the Preble County Land Use Plan.
The organization of these four services into one
office will offer convenience and
efficiency to property owners and developers. For

Chad Hoke is a lifelong resident of Preble
County and a graduate of National Trail High School.
Prior to taking the position of Land Use Management
Director in May 2011, Chad was employed with the
Preble County Engineer’s Office for 8 years as Tax
Map Supervisor and Drainage Technician. Chad and his
wife Sindi have two daughters, Brittany and Rikki
and a granddaughter Tessa Mae. |

Chris Harper was promoted to
Building and Grounds
Maintenance Director in
March of 2011. He is a
lifelong resident of Preble
County. Prior to his
employment in May of 2010 he
worked with his father at
Wilson Hardware for six
years. In addition to
selling hardware and doing
screen and glass work, he
learned to repair just about
anything you can
imagine that would come into
a hardware store. He is a
graduate of Eaton High
School and was a member of
the National Honor Society.
After High School he began
pursuing a degree in
Business Management at Ivy
Tech Community College and
is currently working towards
completion of that degree.
Chris
enjoys the outdoors
including golfing, hunting,
motorcycles and being on the
lake. |

Charlie Biggs is a
life long resident
of Preble County.
Charlie is a 1965
graduate of Preble
Shawnee High School.
Prior
to his current
position as Homeland
Security and
Emergency Management
Director, he served
with the Ohio
National Guard for
35 years. During his
service with the
National Guard he
served in Saudi
Arabia for Operation
Desert Storm. He
served as a board
member of the Preble
Shawnee School
District for nine
years.
Charlie and his
wife, Judy, are
members of the Eaton
Church of the
Brethren. Charlie
and Judy's family
currently consists
of 3 daughters and 4
grandchildren. He
enjoys fishing and
being with his
family and
grandchildren on
their small farm in
Gasper Township. |

School and Edison Community
College. She married and
moved to Preble County in
1987. In 1989 she began
working for Job & Family
Services and has worked in
many departments within the
agency.
Becky and her husband,

Animal Adoption
Information
Ohio Revised
Code permits the
Dog Warden to
sell dogs that
have not been
redeemed by
their owners.
The fee to adopt
a dog from the
Dog Warden after
the expiration
of the exemption
period is
$59.00, which
includes the
cost for a valid
dog license.

vaccination
clinic,
sponsored by the
Humane Society
of Preble
County, is
hosted annually
at the Preble
County
Fairgrounds,
traditionally on
the last
Saturday in May.

LAWS
Pursuant
to Ohio
State
Law, the
Preble
County
Dog
Warden
is
mandated
to
enforce Sections
955.01-955.27;
955.29-955.38
and
955.50
of the
Ohio
Revised
Code.
Some
of the
sections
most
commonly
enforced
include:
Control
of Dog (ORC

No
owner,
keeper
and/or
harborer
of any
dog
shall
fail to
keep it
either
physically
confined
upon the
premises
by a
leash,
tether,
adequate
fence,
or
secure
enclosure
to
prevent
escape,
or under
reasonable
control
of some
person.
Dog

All dogs
three
months
of age
or older
must be
licensed.
No dog
shall be
harbored,
kept
and/or
owned
without
displaying
a
current
valid
dog
registration
tag from
the
county
where
the dog
is kept.

Melissa is a graduate of
Preble Christian Academy,
Ivy Tech Community College,
and a 2011 graduate of
Indiana Wesleyan University
with a Bachelor’s Degree in
Criminal Justice.
Melissa
is a life-long resident of
Preble County. She and her
husband Kyle were married in
1995 and have two daughters,
Brittany and Kaitlyn.
Melissa is also a member of
the Eaton Baptist Temple.

Randy Gilbert, grew
up in Miami County is a
graduate of Milton Union
High School and Wright State
University and completed the
requirements for
registration as a
Professional Engineer in
1987. Prior to coming to
Preble County in the fall of
2011, he served for 30 years
in various engineering
positions for Montgomery
County Environmental
Services, with the last 15
years as Chief Engineer. He
has been active in the
formation of the Ohio Water
Wastewater Agency Response
Network, OHWARN, and has
served as the steering
committee state chair.
Randy
oversees the operation of
the Solid Waste District,
Sanitary Landfill and the
Sewer Districts operated by
Preble County in Lewisburg
and West Elkton.
Randy and his wife Pam, have
three daughters Amanda,
Jessica, and Kathryn. |
