The Office of Land Use Management is comprised of Building Regulations, Planning & Zoning, Tax Map and GIS. It's primary duty is to ensure the proper implementation of the Preble County Land Use Plan. The organization of these four services into one office will offer convenience and efficiency to property owners and developers. Building & Grounds Maintenance  - Director
Chris Harper was promoted to Building and Grounds Maintenance Director in March of 2011. He is a lifelong resident of Preble County. Prior to his employment in May of 2010 he worked with his father at Wilson Hardware for six years. In addition to selling hardware and doing screen and glass work, he learned to repair just about anything you can imagine that would come into a hardware store.  He is a graduate of Eaton High School and was a member of the National Honor Society. After High School he began pursuing a degree in Business Management at Ivy Tech Community College and is currently working towards completion of that degree.  

Chris enjoys the outdoors including golfing, hunting, motorcycles and being on the lake.

Emergency Management Agency - Director
David Anderson was promoted to Emergency Management Director in December 2013. David has lived all of his adult life in Preble County.  David graduated from Richmond Senior High School in Richmond, IN.  Then he attended Ivy Tech State College in Richmond graduating with an Associate's Degree in Machine Tool Technology.

 

David also volunteers as a Nationally Registered EMT-Basic with the Northwest Fire and Ambulance District's Emergency Squad.

 

David and his wife, Dana, are members of the First United Methodist Church in Richmond.  David and Dana have one son currently attending IU East.  David enjoys photography, being with his family and following Ohio State Football.

The goal of Preble Job & Family Services is to assist individuals in attaining self-sufficiency and personal responsibility.  Numerous programs/services are available to engage individuals in meeting this goal.

Anyone has the right to apply for our services.  Our agency determines eligibility based on federal and state laws.  To qualify for any program, there is an application process to complete.  Most applications require a scheduled face-to-face interview.

Becky grew up in Miami County and graduated from Piqua High School and Edison Community College. She married and moved to Preble County in 1987. In 1989 she began working for Job & Family Services and has worked in many departments within the agency.

Animal Adoption Information

Ohio Revised Code permits the Dog Warden to sell dogs that have not been redeemed by their owners. The fee to adopt a dog from the Dog Warden after the expiration of the exemption period is $59.00, which includes the cost for a valid dog license.

Vaccination Information

A pet vaccination clinic, sponsored by the Humane Society of Preble County, is hosted annually at the Preble County Fairgrounds, traditionally on the last Saturday in May.

ENFORCEMENT OF THE STATE LAWS

Pursuant to Ohio State Law, the Preble County Dog Warden is mandated to enforce Sections 955.01-955.27; 955.29-955.38 and 955.50 of the Ohio Revised Code.

Some of the sections most commonly enforced include:

Control of Dog (ORC 955.22)
No owner, keeper and/or harborer of any dog shall fail to keep it either physically confined upon the premises by a leash, tether, adequate fence, or secure enclosure to prevent escape, or under reasonable control of some person.

Dog Licensing (ORC 955.21)
All dogs three months of age or older must be licensed.  No dog shall be harbored, kept and/or owned without displaying a current valid dog registration tag from the county where the dog is kept.

Display of License Tag (ORC 955.10)
A valid license tag must be worn by the dog(s) at all times.

Animal Abandonment (ORC 959.01)
No owner or keeper of a dog, cat, or other domestic animal shall abandon such animal.

Animal Cruelty (ORC 959.13)
No person shall torture an animal, deprive one of necessary sustenance,  unnecessarily or cruelly beat, needlessly mutilate or confine an animal without providing a sufficient quantity of good wholesome food and water.

No person shall confine an animal without providing access to shelter from wind, rain, snow or excessive sunlight if it can be reasonably expected the animal would otherwise become sick or in some other way suffer.

Dog & Kennel Licensing

Per state law, all dogs three months of age or older must be licensed. No dog shall be harbored, kept and/or owned without displaying a current valid dog registration tag from the county where the dog is kept.

COST:
 
Dog License $14.00 if purchased before January 31st or animal is under the age of four months 
$28.00 if purchased after the January 31st deadline ($14.00 plus $14.00 penalty)
Kennel License $70.00 if purchased before January 31st deadline
$140.00 if purchased after January 31st deadline ($70.00 plus $70.00 penalty)

We are pleased to present this guide to assist the public, researchers, and public employees in their research. Please try to be as specific as possible when making requests to enable us to return them to you in a prompt manner. A staff member is available during business hours to assist you with your research by walk-in, mail or email. However, our office is occasionally closed at lunch time. The following is a list of records housed in our office at the Preble County Courthouse. These records are the most requested records used for genealogy purposes. If you would like additional help or information, please contact our office. The Archives and Special Collections Department at Wright State University Dayton, Ohio is also home to many of our records.

Be sure to check out the Preble County Room at the new district office located at 450 South Barron Street Eaton, Ohio. The library has been working with the Microfilm Office in purchasing a great deal of the microfilm from various offices in the Courthouse used for genealogical research.

Preble County Microfilm - Director
Melissa Smith began her career with Preble County in 2001 as a Microfilm Clerk, worked as an Imaging Technician, and was promoted to Microfilm Director in 2010. She has also worked for the Preble County Clerk of Courts. Melissa is a graduate of Preble Christian Academy, Ivy Tech Community College, and a 2011 graduate of Indiana Wesleyan University with a Bachelor’s Degree in Criminal Justice.  

Melissa is a life-long resident of Preble County. She and her husband Kyle were married in 1995 and have two daughters, Brittany and Kaitlyn. Melissa is also a member of the Eaton Baptist Temple.

Sanitary Engineer & Preble County Solid Waste District - District Coordinator

Randy Gilbert, grew up in Miami County is a graduate of Milton Union High School and Wright State University and completed the requirements for registration as a Professional Engineer in 1987. Prior to coming to Preble County in the fall of 2011, he served for 30 years in various engineering positions for Montgomery County Environmental Services, with the last 15 years as Chief Engineer.  He has been active in the formation of the Ohio Water Wastewater Agency Response Network, OHWARN, and has served as the steering committee state chair.

Randy oversees the operation of the Solid Waste District, Sanitary Landfill and the Sewer Districts operated by Preble County in Lewisburg and West Elkton.

Randy and his wife Pam, have three daughters Amanda, Jessica, and Kathryn.
