Sandlin
Director of Building Regulations
-
Mel Sandlin has been employed by Preble County since 1980,
serving as Building and Grounds Director until 1996 before transferring to
the Building Inspections Office. Mel maintains State of Ohio certification
licenses as an electrical safety inspector, building inspector, plans
examiner and building official.
His daily job duties consists of the routine operation of the
Building Regulations Department, such as budgeting, payroll, scheduling
inspections, consulting with contractors and homeowners on their projects
and/or disputes, examining plans, and performing building, electrical and
HVAC inspections. Mel is also responsible for obtaining certification of the
building department and its personnel and scheduling continuing education
courses as mandated by the State of Ohio.

Marty Bresher
Director of
Planning & Zoning
Marty Bresher has lived in Preble
County all her life. A 1970 graduate of Eaton High School, she
has worked in the Building & Zoning Office since 1971. Prior to that she
worked for the County Engineer's Office.
In addition to handling everyday
responsibilities in the office, she is the Flood Plain Coordinator for
the County. She also investigates zoning complaints and enforces the
applicable codes.
On a monthly basis, Marty attends several zoning
hearings and prepares staff reports to the various zoning boards. She is
responsible for sending out notices of public hearings, drawing off all
zoning changes to the county zoning maps, performing annual trailer
inspections, and assigning addresses.
Marty is available to answer any questions have may
have pertaining to zoning in the unincorporated areas of the county.

Charlie Biggs
Emergency Management
Agency Director
Charlie Biggs is a life long
resident of Preble County. Charlie is a 1965 graduate of Preble Shawnee High
School.
Prior to his current position as Homeland Security and Emergency Management
Director, he served with the Ohio National Guard for 35 years. During his
service with the National Guard he served in Saudi Arabia for Operation
Desert Storm. He served as a board member of the Preble Shawnee School
District for nine years.
Charlie and his wife, Judy, are members of the Eaton Church of the Brethren.
Charlie and Judy's family currently consists of 3 daughters and 4
grandchildren. He enjoys fishing and being with his family and grandchildren
on their small farm in Gasper Township.

Sharon Shute
Director of Job and Family Services
A life long resident of Preble County,
Sharon Graduated from Twin Valley South High School in 1970. She began her
employment with Preble County in 1978 as an Intake Specialist for CETA and
was promoted in 1982 to Clerk to the Board of Commissioners and Purchasing
Agent for the County. In 1984, Sharon was appointed Preble County
Administrator, a position she held for eleven years. In 1996, Sharon was
appointed Director of Job and Family Services, responsible for the
administration of public assistance, children services, child support and
workforce investment.
Sharon resides in Preble County with her husband Jim. They have 2 children
and 6 grandchildren.

Pearson
Maintenance Director
Bev has been a resident of Preble
County since 1972. He began employment with the Preble County Maintenance
Department in 1977. He was promoted to Assistant Maintenance Director in
1995 and subsequently accepted the position of Director in 1996.

Microfilm

Susan
M. Conley
Microfilm Director
Susan has been employed in the
Microfilm Department since 1979. Her main responsibilities include daily
microfilm department operations, various aspects of micrographics, records
management and records research. Her department is now offering both
microfilming and scanning of government records.
She also assists county offices and
agencies and the public in records preservation, research, disposal and
retrieval and serves under the direction of the Preble County Commission.
She is a member of ARMA (Association
of Records Managers and Administrators), the Preble County Microfilm Board,
the Preble County Records Commission, and is a past member of the Preble
County Genealogical Society and NAGARA (National Association of Government
Archives and Records Administrators).
She is the co-author of "A
Researcher's Guide to Preble County" (Copyright 1987), and aid to local
genealogical research.

Sanitary Landfill

Tom Barnes
Manager of the Preble County Sanitary Landfill
Tom is a graduate of Jackson High
School and Marietta College and has worked for Preble County since 1989,
initially as the Operator of the Lakengren Wastewater Treatment Plant and
currently as Manager of the Preble County Sanitary Landfill. Prior to his
employment with Preble County, he owned and operated his own construction
business for 14 years. He currently holds certifications as a Class III
Wastewater Operator and Manager of Landfill Operations.
Tom is a lifetime resident of Preble
County, residing in Jackson Township with his wife Patty and daughter, Alexa,
who resides in Columbus with her family.
